Loc also is a common term for a crip, and Q is a known member or ex member of a local crip gang in the Hoover-Figueroa St. area. Q’s bragging about his status as a Crip.

There is a possible double meaning or potential word play. LOC in an aviation context refers to “Loss of control” wherein an aircraft’s operating system does not respond to the pilot’s inputs

Given the context of “loc” here, it could be safe to assume Q is unaware of this acronym due to its uncommon nature among lay people

Jaz (aka Big Jaz, Jaz-O, The Originator) links up with his mentee Jay-Z for a fast-paced track focused on their superior rapping techniques. It was the first record Jay-Z ever rapped on. The track reached #13 on the US Rap Chart in late 1990 – his second of four top 20s on it.

Produced by Jaz himself, the track samples James Brown’s “Funky Drummer,” The Last Word’s “Keep on Bumpin' Before You Give Out of Gas” and Fred Wesley and The Horny Horns “Four Play.”

Nine years later, after Jay-Z’s very successful first two albums, they would drop a sequel on Jay’s third album Vol. 2… Hard Knock Life named “Jigga What, Jigga Who (Originator 99)”. Billboard would later report that this sequel was one of the greatest songs of the year.
