Michael Jordan was regarded as the best player in the NBA during the 1990’s. He was a great scorer, so he was able to make most shots that he wanted. His purpose for playing basketball, to become the best player possible, was accomplished, so his new goal was to gain NBA Championships.
In the basketball game H-O-R-S-E, whoever makes a shot becomes in control of the game. Other players must imitate the scoring move, or get a letter. When a player reaches 5 letters (H, O, R, S, and E, in that order.) they lose the game.
For a player regarded as the best within a decade, the challenge of H-O-R-S-E seems minuscule to him. All of this alludes to Bishop Nehru, but in a sense of making Hip-Hop music.
The 96 Jordan reference is talking about the season he had. Despite all of the individual accolades (sinking everything), he had one goal in mind, the"chip" (championship). Nehru is saying that the rap game is like an elite level Jordan playing a game of H-O-R-S-E, too easy. But just schooling individuals isn’t enough, he wants to be the best.
