Chiraq is a nickname for Chicago (Lu’s home city) reflecting the all-too-serious war-like state of gang violence and homicides that plague the city. Check this documentary for more:

Coined by locals, the nickname was first used in rap in 2010 and was popularized by Chicago artists like King Louie, Chief Keef and Lil Durk. “Chiraq” is now being mentioned by more big-name artists like Kanye West on Yeezus'Black Skinhead” (a song that Lupe was credited with helping to write and produce), and now here by Lupe, to convey the seriousness of gang violence in Chicago to a wider audience.

The phrase “summer looking so cruel” reflects the increased frequency of Chicago homicides occurring during the summer months (the same trends occurred in 2012 and so far in 2013):

This line is also a reference to the G.O.O.D. Music collaborative album Cruel Summer, spearheaded by fellow Chi-town rapper Kanye West.
