As continued in the next couple of lines, family, media, the government/courts, police, and the schooling system, all convince kids from the hood that they have no chance of amounting to anything. This takes deep roots, and results in urban youths giving up on becoming anything, and turning to drugs and violence, that eventually lands them either dead or in prison.

This line revolves around some double-pronged wordplay.

The “hook” can be referring to the hook or chorus within a rap song, the part of the song that is used to draw the listener in and “bait” them into investing in the rest of the song. “Gutting”, “cooking” and “cleaning” might be interpreted as a metaphor for Slug’s creative process – breaking songwriting down to it’s fundamentals, and preparing it for the consumption of the audience.

In that case, the “selfish”/“fish” wordplay might be in reference to what drives his songwriting – his selfish desires, ultimately distilling this all down into songs that (he hopes) get the object of his desires (women, or a particular woman) to need him and his validation as bad as he feels he needs theirs.
