After a possible breakup with a girl, Donald is going to get over his emotions by indulging in alcohol and getting drunk, which takes him to a different reality. However, he believes he’ll never get over her so he’s going to never stop drinking.
Also, the girl’s love is his drug. Now that it’s “over”, he acknowledges how he’ll always keep coming back for more. Furthermore, he’s foreshadowing a relapse into her addicting love.
This could also be referring to him being constantly high and never coming down from that high (and being sober). That could be a more likely idea because as Glover has said himself, he’s stopped drinking for the most part.
It’s possible that the beginning line of “And now that it’s over” is referring to him waking up at the end of the STN MTN mixtape, and is continuing on from that onto the Kauai EP.

After listening to this 1,000 times- I now believe he is referring to the prohibition of cannabis.
