Reference to the Jim Crow Laws from the 1870’s to the 1960’s which mandated racial segregation in all public places while supposedly advocating “seperate but equal” matching the phrase “black faces” after it.

Jim Crow Laws were named after a famous “black-face” character in the late 18th century named Jim Crow. At the time it was considered offensive to have African Americans on stage, so white men painted their faces black, or black-face.

This can be interpreted in two ways:

  1. A reference to the popular saying “paint the town red”

  2. “Feeling blue” is another way of saying that you’re sad or feeling down (hence the whole music genre of the Blues). The town is a hopeless, sad place. It is turning more to this explanation because, as he explained throughout this song, it is just him and her in this humdrum, or hopeless, melancholic, town.
