Promotional records are usually 12"s or vinyl LP’s that are given away for free to radio DJ’s, that may contain a Radio edit to qualify for radio airplay. They are issued before the official single or album comes out for the public to purchase
If promos are seen in record shops to purchase, usually it means that it is an older record (which is played less in mainstream radio), or flopped with commercial sales
They usually contain the saying “For promotional use only. Not for sale”, or even have no markings
