Referencing this part of Jay’s “Open Letter”, where Jay claims to have used his connection with President Obama to get governmental clearance for his trip to Cuba

A reference to Jay-Z and Beyonce’s recent trip to Havana, which some Cuban-American congressmen objected to. He treats Havana like Atlanta, walking around and sight seeing, smokin Cubans, living it up! Even though it’s almost illegal to be doing the same thing in Cuba.

Jay-Z is also playing with the historical context from the beginning. Atlanta is regarded as a “Black Mecca” in the U.S. and Havana has an equal and arguably greater place in Black History. So Jay-Z is just bringing attention back once again to the great connection Havana has to Black America.
