Krayzie is talking about how he bought a bag of ganja the previous night, but was upset to find that it was was not very good quality. To make it worse, he bought more than just a little bit. He realizes there isn’t much he can do about it, since it’s a drug deal, so he let’s it go and accepts his loss.

In other words, cash isn’t the only thing that has value.

Many people don’t realize that the people they have in their corners (friends, family, coworkers, etc.) have value, too. If you can call on someone for a ride to work, for a small loan, someone to talk to, or whatever it is that would help you, then you have resources.

A positive attitude can also go a long way in helping you get by, such as realizing (and accepting) the things mentioned above.

The cops might have took his cash, but because he tossed his drugs in the alley, he avoided a drug charge and jail time.

An exaggeration of the idiom, “I’m on cloud nine,” which means feeling good, excited or euphoric. Being that it references clouds, it is often used metaphorically to describe being high on weed, but can also mean being high on other drugs.

Ball is saying he’s higher than that, though. He’s surpassed cloud nine and has ascended all the way up to cloud twenty-nine.

This is a reference to his beef with Lil Flip, who is from Houston. TI is from Altanta GA, but he had Houston on his side, as indicated by things such as Bun B and Slim Thug doing this song with him. TI was also given support by Scarface, seemingly making the whole city do so as well.
