At his 2013 G-20 pre-conference talks with Prime Minister Rienfeldt of Sweden, the President quipped

“First of all, I didn’t set a red line. The world set a red line. The world set a red line when governments representing 98 percent of the world’s population said the use of chemical weapons are abhorrent and passed a treaty forbidding their use even when countries are engaged in war.

Congress set a red line when it ratified that treaty. Congress set a red line when it indicated that – in a piece of legislation titled the Syria Accountability Act that some of the horrendous things that are happening on the ground there need to be answered for.

And so when I said in a press conference that my calculus about what’s happening in Syria would be altered by the use of chemical weapons, which the overwhelming consensus of humanity says is wrong, that wasn’t something I just kind of made up. I didn’t pluck it out of thin air. There’s a reason for it. That’s point number one."

By its own calculations, Canada has sent or provided:

  • $203.5 million to address the urgent needs of up to 6.8 million conflict-affected people (including 3.1 million children) living in Syria, 4.25 million of whom are internally displaced.

  • Jordan with $110 million over the next three years in development and security assistance, including $12.5 million to mitigate the threat posed by Syria’s stockpile of weapons of mass destruction. This is in addition to the $11.5 million Canada contributed last fiscal year for security and public safety in Jordan. Canada will also provide a further $25 million to Jordan and Lebanon to address challenges resulting from the conflict in Syria over the next two years.

  • $4.75 million to address threats related to chemical or biological weapons arising from Syria. Finally, Canada has already provided $5 million in assistance for Syrian pro-democracy actors, independent media and journalist training, civil administration capacity-building training, accountability efforts and strategic communications, and a $2 million contribution to the Organization for the Prohibition of Chemical Weapons.

The United States remains the single largest humanitarian aid contributor, with an estimated $1 billion in aid sent already.

Canada has vigorously opposed military means of engaging with Syria, instead desiring to seek humanitarian and political solutions to the conflict. Harper’s need to counter Syria actions does not appear to match, at least in August, the opinion of the Parliament and certain members of the Canadian leadership. As of yet, Canada has denied the United States its participation in coalition action.

Based on existing jobs data, it is apparent that Canada actually has added over 1,000,000 jobs since the 2008/2009 recession. However, the statistic fails to highlight growing concern over a debt crisis, which could destabilize growth. As of August 2013, jobs gains had slowed, putting expected numbers a month behind.

Realistically, Canada has added 500,000 jobs above pre-recession numbers.

Interestingly, weather has been moderately temperate in Saint Petersburg. With highs in the low 70s F, the weather has not matches Russia’s recent near-drought summers and scorching heat waves. This is slightly warmer than the current range of temperatures across Canada.
