In photography, shutter speed is the effective length of time a camera’s shutter is open.
The fastest speed available in APS-H or APS-C format DSLR cameras is 1/16000 seconds.
so, if I’m not mistaking, If the camera’s 1 meter away from him, Psiklone has to move about 16000 meters in less than a second, wich is more than 57600 km/h (35791 mph).
That’s almost 50 times the speed of sound.
He can’t even move without causing a sonic boom
(If the camera is 2 meter away: 32000 m/s, 10 meters: 160.000 m/s etc. etc.)
He’s still no where near the speed of light though.

‘Being caught red-handed’ means to be caught in the act of committing a crime, with the evidence there for all to see.
The only time that will happen to Psiklone, is when he gets caught after slapping an officer so hard, his own hands actually turn red.
He’s saying the only time you can catch him red handed is when he’s slapping the officer that catches people red handed in the first place.
He’ll get away with anything as long as he doesn’t blatantly just slap a cop.
It’s a nice little double entendre.
