Mike’s music thus far has traction mostly in the underground rap scene. He has a distinct and unique style and doesn’t ride any “waves” as other artists often do to maintain popularity. By not riding the waves he’s in a metaphorical sense “under” the “tide”, by remaining an underground artist.
The Jaws movie reference completes the metaphor.
In the poster for the iconic film, the shark’s jaws are open underneath the surface of the water. i.e. under the ‘tide’, or in the case of hip hop, under the wave.

This is also a reference to Arron Afflalo, an NBA player from Compton who was drafted by the Pistons. The song before this one on good kid, m.A.A.d. city – Black Boy Fly – dedicates its' first verse to Kendrick’s opinions on Afflalo getting out of Compton and making it big.
