Jenny Craig is a business known for dieting programs which aim to help individuals lose weight.
A side effect of using crack and other illicit drugs is weight loss. There are large amounts of users in Queens, hence the metaphor of them being on a weight loss schedule.
I interpreted it as ‘crack gene’ as in crack genesis (birthplace of crack).
