Putting diamonds on is a way of capturing attention. It gives the image that you an important person with status and what you say matters. If you have something to say, it’s a challenge from Wayne to say it.

Wayne is also being critical of artists with nothing to say, who put on a little flashy jewelry, grab a mic, and think they can just spit some random struggle bars to get rich. The flashy jewelry is usually used to blind people and distract them to the fact that they lack substance.
