Cough drops are known to be simple “candies” to get rid of coughs. If people can tell you’re faking a cough… you ain’t doing well (and that’s not to be interpreted medically).
Also, cough drops usually have menthol in them, which has calming effects on the brain and can be used as a recreational drug if used in large amounts. Shady is saying that people get cough drops from the hospital to get high, but the hospital refuses to give any to you, even though you actually need them.
