He transports cocaine rocks in his socks which makes his feet “cold” – as Albert Niemann, one of the first chemists to isolate cocaine, wrote about the substance:

Its solutions have an alkaline reaction, a bitter taste, promote the flow of saliva and leave a peculiar numbness, followed by a sense of cold when applied to the tongue

And of course getting cold feet is an idiom for having second thoughts about getting married, except in this case Despot’s cold feet symbolize the depth of his commitment to the drug game.
