He’s high on ecstasy and weed. “Rolling” is when you’re high on x and a stoner is a pothead. “Puffing on disaster” means that seeing chaos (whether he caused it or not) gives him a high, he likes “watching the world burn.” Also note obvious Rolling Stones reference, which adds into pop culture things referenced.

“Rolling stoner” may also assert that he himself is a figurative rolling stone, a drifter, whose drug of choice is the thrill of causing chaos.
