Cold-blooded people are creul, heartless people, and in this case the the backstabbers who are out to get him. When Los started shooting he was doing out of revenge over his cousin, but he felt at that moment every shot he got off was vengeance for every person they had hurt or killed in their life, But soon he ran out of bullets then realized he didn’t kill anybody.
He might’ve failed the mission but it might be a blessing in disguise this event never went as planned. If he injured or killed them he could’ve got jail time and ruin his future.

Los is recounting his experience he had when he was younger. After his cousin got killed he called met up with his friend in a car planning to get revenge on the people that people that killed his cousin. They found them and started shooting at them.
