Noam Chomsky gave a 1991 lecture on the Trilateral Commission’s Crisis of Democracy report explaining the purpose of the book: to lay out the “crisis of democracy” which was the

delegitimizing [of] the institutions that are responsible for the indoctrination of the young [such as] schools and universities

As a result, the Trilateral Commission, as Chomsky explains, called for

more moderation in democracy to mitigate the excess of democracy and to overcome the crisis

In plain terms, this means

the public has to be reduced to their proper state of apathy and obedience and driven from the public arena, if democracy is to survive in the appropriate sense. With the specialized class..the cool observers…the technocratic and policy-orientated intellectuals doing our job in the interest of those with real power
