This is the process of arms laundering, whereby the Israelis (whose military is largely American-sourced and -provided) would send the arms to Iran, and Washington would replenish the Israeli supply. That way the transaction would never look like a direct US to Iran trade.

This is the only counter-evidence to what appears to be arms deals conducted with the Iranian government itself and not a faction thereof. It’s difficult to know what is meant by “responsible” here.

It is more than a little interesting that throughout this paragraph–and indeed throughout the document–the Iranian Government is named, since the official narrative that would come out publicly is that Reagan and company were trying to build ties with “moderate” factions in Tehran, a group of “good guys” within the government.

In his first address to the American people after the arms deals were confirmed by an official investigation, Reagan began the narrative of a “moderate” faction, which many at the time doubted.
