This line explains the title and the central theme of this song, as a cycle mirrors a deja vu.
Now the the song is called ‘Deja Vu’ and not cycle, because a deja vu is more of a Wow i ended up here again whereas a cycle could be intentional and positive (think fiscal cycle). So basically Nas is talking about how thugs intend to get out of their situation, but their actions always end them up in the same place.

Here he says he’s throwing her off the deep in implying he’s gonna make her “Drown” like he did.
By asking her to pray shit floats Chino’s implying now that he’s throwing her out she probably wouldn’t be able to keep her assets and possibly her emotions.
Overall by drowning Chino means having your life going down hill while losing your most well-loved possessions including yourself.
