As Eren mentions in the show, people living inside the walls due to fear are like cattle pinned in a cage, raised for the slaughter. They’re livestock, sitting there waiting for the next Titan attack. They don’t fight back. These people are okay with that. They’re just complacent, just as livestock are content to live in a cage so long as food is provided to them.
These people think that they’re prospering inside the walls, protected by them. This is a false sense of security. They just don’t want to have to fight back, so they rely on the thought that they’re safe and prospering as a society.
Those inside of the wall do not realize they are the livestock, and that they are not prospering, and barely surviving.
