Biggie is referring to the same person as he is in the lines right above (the “sweet bitch”). One can assume this is some rapper he is battling against.
Scoop in this line means to pick up, like in a fight (and as what goes up, must come down, he will throw this lame down to the ground). He means that he will beat this guy in the battle. Ice cream (when it isn’t frozen like a rock) is pretty easy to be scooped up, just like his competition.

Also, it’s pretty ironic as Biggie was, well, BIG! He says that he will scoop the rapper just as he would ice cream, which as we can tell by his size, he can probably do quite well!
