This line hasn’t ever been properly explained by Bruce, so I’m simply going to give my interpretation.
In the previous line, a man was checking the weather to see if it was safe to go outside.
Here, we have a “early-Pearly”, which isn’t an actual word. Simply combining two words. Early implying it’s earlier in the day, and pearly representing the term “pearly whites”.
“curly-wurly” could possibly be referring to a helicopter.
“asked if I needed a ride” implies this woman is in some type of vehicle, as “Came in” could possibly mean a car, but a helicopter makes more sense. Personally, “came in” implies whatever is coming is coming vertically.
To summarize, While that man is inside checking the weather (possibly scared), this girl is out smiling and enjoying herself, even offering to give people rides in her helicopter.
“Early pearly came by her curly whirly” NOT IN HER CURLY WHIRLY. SHE HITCHHIKED. Curly whirly is the motion of her hand with thumb extended. And asked me if I needed a ride.
“Curly-wurly” could also refer to a hairstyle, which seems more plausible
