To understand this phrase, one must first understand the classification of Cthulhu, which is “The Great Old Ones”.

These beings are extraterrestrial deities which Lovecraft and many others used to terrify the reader, simply by way of reminding the reader of their own insignificance when faced with macrocosmic horrors. Whether or not this was inspired by Lovecraft’s own xenophobia is up for debate.

These Great Old Ones, being deities, do not truly die. They can, however, be rendered into a comatose state and kept that way for years and years on end. Such is the case for Cthulhu, who was sealed into an Atlantis-like city called R'lyeh.
