In the movie “Above The Rim” the character Tupac played kept a blade under his tongue. Just another way of Lil Wayne saying he keeps it gangsta.

ACCEPTED COMMENT: This is also is a transition from the previous line, “T, roll another one[blunt]” Some people use razor blades to cut open blunts.

However, it is interesting to note Tupac does not advise using a blade to cut a blunt. As he says so himself between 1:50-1:60
