“Sammy” refers to Salvatore “Sammy the Bull” Gravano. He is famous for being the snitch that brought down John Gotti, the boss of the Gambino family at the time. So saying “Sammy” here is just calling the rat a snitch in different terms.
You may have heard Wayne mention Sammy the Bull in the song “100 Winters.”
‘Sammie’ refers to ‘Uncle Sam’ as in America. America dun fucked up in that it’s created this kind of society.
