Raymond “Freaky Tah” Rogers was a member of the group the Lost Boyz, who was shot and killed in March 1999 at age 27
As Budden points out here, Tah wasn’t really an MC in the traditional sense. He was, as this article points out, “the group’s promoter, [and] the Boyz’s backup MC and hypeman”. Thus Joe’s implication that, in the afterlife, he might call on Stack to write his rhymes
Budden referenced the Lost Boyz earlier on this same album, on the song “Ventilation”
