With a critical twist on this line from the American National Anthem:

In the land of the free, and the home of the brave.

BDP takes a stab at the many social injustices in the United States that contradict the ideals (like freedom and liberty) upon which it was founded.

Political and social inequality is not a problem that can be fixed over night. Solving such a large scale issue will require the Black Community to unite together, find a voice, and force change; a cascade of events that KRS-One refers to as a “Black Revolution,” not unlike the Black Power Movement of the 50s and 60s.

When an arrest is motivated by racial discrimination more than anything else, resistance is futile.

In other words, if the police are determined to arrest someone simply because they are black, then they will let nothing get in their way of doing so.

He is making the statement that cops fiercely and overzealously pursue Black drug dealers (or Blacks suspected of drug dealing), in order to suppress their ability to make money and render them powerless.

Though Blacks only represent 13% percent of the population, they comprise about 35% of drug arrests, 55% of drug convictions, and 74% of drug prisoners in the United States.

While the cop gloats about having thwarted the gun smuggling plot, KRS-One comically points out that despite the fact that he is not able to sell the guns himself, they will still ultimately end up on the streets of New York, either because

1) The cops who arrested him are crooked, and will illegally sell the confiscated weapons themselves for personal profit.

2) The guns will be turned over to the city government, which will either auction them off or sell them.

In both scenarios, KRS-One’s goal of getting the guns into the city is carried out for him. So, at the end of the day, the bust made by the police has accomplished nothing.
