Eminem has been a menace to countless of people over the span of his career, from celebrities to parents to politicians. While he’s not going to turn into a saint out of nowhere, he realizes his shit-talking may have done tons of harm, so this is his version of an apology to the people. Tying in with the religious leaders, he makes “menace to” sound like “minister.”
I think this may have been slightly misinterpreted for this reason:
When he says “for the people I been a menace to, not a preacher but a shit starter and finisher”, I think that he is actually acknowledging and drawing your attention to the fact that he made the “minister” pun. He is saying “For the people I been a [menace to/minister]”, then clarifies for those that may have heard the latter, stating that he doesn’t mean a preacher but rather a “shit starter and finisher”. Sorry if this is what you meant but I just didn’t read it that way and I think it’s worth mentioning since Em does this in a lot of songs.
Making “menace to” sound like “minister”, Eminem is pointing out how he has helped people with his music like a minister does when preaching, and his fans also worship what he says.
