This is referring to the resurrection of Jesus Christ. The members of U2 are devout Christians, especially Bono.
The “rule” that “the dead stay dead” was disproved by Jesus’s resurrection (though there are other examples of the dead returning to life in the Bible, with Lazarus being the most famous).
The first sign of Jesus’s resurrection was the movement of the stone that had blocked his tomb:
But on the first day of the week, at early dawn, they came to the tomb bringing the spices which they had prepared. And they found the stone rolled away from the tomb, but when they entered, they did not find the body of the Lord Jesus.
