Jay-Z is arguably one of the most successful people in hip hop with a net worth of $500 million, the epitome of a drug dealer making it big. His success is widely accounted for by his popular record label Roc Nation.

Jeezy also was a trapper who turned to rap, he also founded a record label (CTE World, which had signed Gibbs, and recently inked a deal with Roc Nation, and his name even sounds the same as Jay’s!
But Gibbs claims that Jeezy will never amount to the success Jay-Z has achieved in his career, he’s just a puppet in the music industry, with no power or influence.

Magic City is a famous Atlanta strip club.

Gibbs is referring to Gucci Mane who is another rapper that has an on going beef with Young Jeezy. Both Jeezy and Gucci have a complicated relationship, a full timeline of the feud can be seen here.

When Gibbs was signed to CTE, himself and Jeezy with a bunch of other people saw Gucci Mane by himself and Jeezy didn’t do shit. Basically Gibbs is saying that Jeezy is all bark but no bite.

It’s also a reference to JAY-Z’s “99 Problems”:

You know the type, loud as a motorbike
But wouldn’t bust a grape in a fruit fight

In an interview with HipHopDX, Common had given an insight to this line.

Aw man! That line is… that line is just sayin' that sometimes reality will try to interfere with your dreams. But you have to let those dreams soar above that reality that exists right at that moment. Because really, the dream is the prize. When they say “keep your eyes on the prize,” the dream is the prize. The dream is the vision of where you’re gettin' to. You might not be there right at that moment, but you just have to see the dream, and you’ll get there. You just have to see it. The “rocks of reality” sometimes seem to crash the dream. But you gotta know, on the rocks of reality, the waves gonna keep it goin'. Don’t let it split the whole dream. That’s basically what I would say to somebody who references that lyric now – the dream still goes on. Dream on.

Towards the end of the skit you hear the officer pausing frequently trying to think of words to say and so suggests employing Prince Paul to write something new.
