The piper in this story could be like the snake in the story of creation, where the serpent pressures Eve into eating the forbidden fruit, the piper in this case could be external pressures to do something immoral.
Faith/God may come in a different form than what the lady is allowing herself to hear. The path that she is following may be the mislead one, as that of the Pied Piper and of the serpent in Eden.

I think the piper leads us away from materialism and greed if we all call his tune (think differently all at once), the irony is to call the piper’s tune we have to pay him. I think this anti materialistic notion is reinforced by lines like “all that glitters is gold”, “buying a stairway to Heaven” (buying your way to heaven, buying your way through life), “there’s a feeling I get when I look to the west (opulent, rich western societies or America, which is west of UK) and my spirit is crying for leaving”.
The Piper is associated with the greek god Pan, which is a representation of the Absolute (The All). From this greek word we got other words like Pan-theism or Pan-sexuality.
So this line is talking about the integration of the relative (the subjective self) with the absolute.
