Jay Z used to be a dope boy pushin weight on the streets of Brooklyn and was a big time criminal in a land they call Crooklyn and people were always on his case but then he started rappin in the early 90’s and made it big come the middle 90’s.

what he’s saying is that if he had stayed on the streets selling coke he was eventually going to get caught by the DEA who were building an airtight legal case against him. In effect, he would have been just like Supreme, whom he references a few lines above.
However, his rap ability got him off the streets and onto the television before the DEA managed to gather enough evidence to be able to get a conviction.

The hook samples “Dying To Live” by Edgar Winter.

This song was produced by Eminem after the death of both Pac and Biggie, both artists were in a feud when Pac died in 1996; hence a hook that states “Why am I fighting to live if I’m just living to fight?”, and “Why am I dying to live if I’m just living to die?”

Ironically, Biggie’s album title Ready to Die gives an entirely different meaning.

Note that Edgar Winter’s original ends with a slightly different chorus:

So I’ll keep fighting to live till there’s no reason to fight
And I’ll keep trying to see until the end is in sight
You know I’m trying to give so come on Give me a try
You know I’m dying to live until I’m READY TO DIE

so the sample fits just perfect to both 2Pac and Biggie, as Biggie’s album is also titled “Ready to Die”
