Xzibit utilizes a clever double entendre in this line:

His artillery is made to take a lot of people out at the same time causing them to “move” out of the way to avoid the impact.

And

Xzibit makes his music so he can “move” the masses. (i.e. help influence people so they can improve their own lives.)

Caskey asks a rhetorical question to make a point regarding his existence in this world.

He also makes a play on words with “hanging here” as he alluded to in the previous lines that he had “played with ropes” or thought about killing himself via hanging.

He then asks if a rainman can change the weather, saying that he is a “rainman.” i.e. not very intelligent or special.

All in all, does this mean that it’s impossible for him to change the weather, or the world?

In this case a “rope,” is a metaphor for something that reinforces ones standard of living. Because his father died, Caskey now lives his life “playing with ropes” to help him through the struggles of everyday life.

“Playing with ropes” here could also mean that Caskey was led to almost take his own life by hanging himself after his father took his own, which ties into his next line that asks if he can “Hang forever.”
