Coney Island is known for its hot dogs and also its soft-serve ice cream.

Seeing as Coney Island was the original “Sin City” before Las Vegas, being the “Coney Island Queen” could mean that Carmen is the best prostitute.

The soft ice cream links to innocence and youth, as Carmen is only 17, but the second half of the sentence contradicts that as the term “Coney Island Queen” means that Carmen is a prostitute. This tells us that although she appears to be young and sweet, she is not so innocent.
