He’s 18, living at his mothers' house, and also has his girlfriend living with him, so when his mother asks him to tell her to get out of her house, also stating the fact that the place they live in is hers, he responds that this house is section 8 meaning it is technically owned by the government, and he’s not statisfied with it, like every ambitious young man he wants a bigger house and not in a place like this…

But as stated in previous lines and in the intro, his dad is in jail and probably has never been around, so his mom had a difficult time raising him by herself, and couldn’t really afford a bigger place to live, so she smacked him in the face for being ungrateful and ignorant with his words

Tony Parker’s French compatriot, Diaw’s career has been a roller-coaster…From 03-05 he played for the Hawks (more like warmed the bench) and was dealt to Pheonix where he played from 05-08 and won the NBA’s Most Improved Player award in 2006.
