A fishing weir (as seen above) is a kind of trap designed to keep fish in a given area by hindering their movements out of it. They were often quite large, and proved to be heavily controversial because they could impede boat passage down a given waterway.

The Anglo-French War ended (with an English loss!) in 1214, but apparently there were still many mercenaries and foreign soldiers hanging out in England a year later. There was a need to expel them, primarily because having lots of bored militiamen hanging around isn’t conducive to domestic stability.

Gérard d'Athée was a mercenary captain who King John employed to control southern Wales between 1211 and 1215. He was regarded highly by the King, and had played a key role in a previous military campaign against the French.

Much to the barons' chagrin, some of his relatives were furnished with handsome estates by association – hence this oddly specific clause calling them out.
