The first line of this verse, agrees with the first line of the first line of the first verse. The narrator concludes that someone has overindulged, possibly on life itself; or rather has taken it for granted.
A “turning tide” is an idiom/phrase that explains something going in the complete opposite direction. Life doesn’t have one. We are born, we live, then we die.
