Probably refers to the blue-throated macaw (ara glaucogularis, formerly ara caninde). It is native to South America and, like all big birds, can fuck you up with its beak. Humans have a bite force of around 150 psi on average, however, a large macaw can have a bite force of up to 500 psi, so he has a jaw over four times as strong as the average human.

The “wrong side of the tracks” is a reference to the fact that towns were and sometimes are divided by the railroad tracks running through them, with the wealthier people living on one side and the poor on another. The latter side was, as a result, also often more dangerous and its residents thought of as being more prone to physical violence, so referring to one as being from the “wrong side” may be viewed as a threat. Wealthy families did not wish to associate with those who came from the other side. KRS is saying that he lives there.
