Law enforcers and authorities are gunning down unarmed suspects of crime, that many times are proven to be false. Vince Staples references the movie featuring Busta Rhymes and XzibitFull Clip”, and uses irony here as this is language that would most likely be used in ghetto rap/trap when speaking of a drive-by or such shootings towards others.

However, this is the police Vince is speaking of – who, from his perspective, are riding around the city opening fire menacingly.

Just in the Tyler Damon Woods case – the man Vince spoke of in the beginning of the second versewitness reported saying that they heard a dozen gunshots.

This excerpt from a Michael Slate interview justifies this belief:

This is an outright murder. When someone is kneeling down, and he’s facing away and he turns around to face them and they just open fire, with anywhere from thirty to sixty shots — what’s going on there? Anybody who’s rational has to [ask that].

This can also be compared to a line by Game in his popular song about Ferguson, Don’t Shoot, with Fabolous, Rick Ross, 2 Chainz, and various other artists solely speaking about issues in Ferguson:

During plea bargains the prosecutor, attorney, or opposing lawyer may try and trick the defendant (the accused) into pleading guilty by offering a lesser sentence. This manipulation is especially common for possession offenses, and is a clever strategy in court.

“Takin' strikes” is a reference to Three-Strikes law. By pleading guilty to a felony, a defendant puts himself at risk of a harsher mandatory sentence down the line.
