Gov. Christie does not want to discourage healthy discourse or even skepticism about the state, but he feels that the timing is wrong. Given the scale of the events on 9/11 and the radical groups opposed to the U.S., he believes that certain programs are necessary, even if they do infringe upon civil liberties. For instance, just after the PRISM leaks, NSA Director Keith Alexander vouched that the program had foiled terrorist plots.
