Short for 30 kilograms (of drugs), most likely cocaine. Around the time that Ronald Reagan was in office was the time when there was an explosion of cocaine that flooded inner city streets.
He’s saying he makes dope music.
The line is alluding to the conspiracy that Reagan brought cocain from Nicaragua to get African Americans hooked on crack. That is why he says the 30 ki’s are under the court building. Also this shows the contradiction between drug dealers getting sentenced to jail time for selling drugs when and government bringing it in right under their feat.
