Pharaohe Monch is now describing the holder of the gun aiming it at a 6 year old girl on a playground to kill her. People who were realized a shooting was taking place went to ground and stayed low, but the children didn’t realize what was happening and one of those children was shot.

The song title is “Stray bullet” and he makes multiple references to this bullet being stray, example: “no specific target in sight”, “no remorse for the course I take when you pull it; the results of a stray bullet”. The little girl who ends up dead is a result of the stray bullet, because children are typically very innocent at age 6 and a child that young doesn’t know on instinct to duck if they hear a loud bang compared to when he says “niggas who knew hit the ground runnin and stay down” …. “except for the kids on the play ground”

Monch is clearly states in the line above that there was No clear target in sight, hence being a stray. The people that heard the sound and know it’s a gunshot ‘Hit the ground running’ and they ‘Stay down’. Except for the kids, who are too young to understand. Unfortunately the bullet accidentally hit a 6yr old girl.
I don’t know if Monch is necessarily saying the gun was aimed at her specifically. He says ‘niggas who knew..ran and stay down’ to contrast with the girls, who would have no knowledge of what to do when they see a gunman. It is called ‘stray bullet’ after all.
