“Cut” means have sex – if a girl wants to have sex she needs Lil Wayne (just as you put ointment on a cut to help it heal)

Could also be a double meaning. “If that woman wanna cut,” meaning that the girl he’s with, or he’s pimping out, wants a cut, or a piece, of the money, she’s out of luck, cause Wayne is “Mr. Ointment”, who is against cuts, and the best she can do is try to make an appointment with him, which he probably won’t show up for.
