Melville is praising the Nantucketers saying that they have conquered the ocean, which makes them greater than any imperialist power in history. I read this passage is a critique of western imperialism, which had become a lackluster, legalistic enterprise wherein the powerful sit around a table and divvy up the powerless.

Queen Mab is a fairy from irish folklore first referenced in English literature by Mercutio in Shakespeare’s “Romeo & Juliet.” Basically, she plants naughty dreams in your head while you are sleeping.

“Queen Mab: A Philosophical Poem” is also the title of Percy Byron Shelley’s first major work, in which he envisions a Utopian future free from the evils of monarchy, commerce, and religion.
