This refers to two Jimi Hendrix songs. First, “If 6 was 9” is a song Jimi recorded with the Jimi Hendrix Experience. Jimi didn’t care whether 6 was 9:

Now, if 6 turned up to be 9,
I don’t mind, I don’t mind.

On the other hand, Vast Aire is unlikely to actually go on a shoot-out—he’d only do it in a bizarre world where 6 was 9.

The other Hendrix reference is to “Machine Gun”, which Jimi recorded with the Band of Gypsys.
