CPR is the motto of The NYPD, stands for:

Courtesy
Professionalism
Respect

J-Live finds that hypocrisy, since the cops only want to kill black people unconsciously, as he refers to the murder of Armadou Diallo, a 23-year old immigrant from Guinea who was shot and killed in New York City on February 4, 1999 by four New York City Police Department plain-clothed officers, who fired a combined total of 41 shots, 19 of which struck Diallo, outside his apartment in the Soundview section of The Bronx.

Diallo was unarmed at the time of the shooting, and a firestorm of controversy erupted subsequent to the event as the circumstances of the shooting prompted outrage both within and outside New York City. Issues such as police brutality, racial profiling, and contagious shooting were central to the ensuing controversy.

By Saying:

“Yo, I'ma do Diallo”

J-Live means, to brutally murder a black unarmes person with no reason, by that he speak about the main subject of the EP, which was created to speak out against police brutality in general, and the case of Amadou Diallo in particular.

There is also a Worplay in this sentence since “I'ma do Diallo” sounds exactly like the victim’s name: Amadou Diallo.

2Pac and The Notorious B.I.G were two of the most dominant rappers in the 90s, but became much more famous after they died.

Biggie Smalls' posthumous album Life After Death was very successful as it sold more than 10 million copies.

It echoes a similar sentiment that occurs often in real life; we never show people the love they truly deserved until they’ve passed away. We love someone more when they’re gone, and it’s sad.
