Well, smoking at the park is not exactly lawful behavior so the park keeper will throw them out but he’s probably just jealous because he wants a puff, too.
Also, the words “green”, “envy”, and “reefer” are all connected by their color.
If Devlin was God, he’d be pissed that this happened because that means “his son died in vain.”
Clever play on the word “cross”
Devlin’s not very fond of the government. Takes a crack at them whenever he gets a chance.
Here, he’s comparing the Mafia to the government. Mafias get people to do their dirty work for them, much as the government drafts people into fighting for them.
Sinners don’t go to heaven, they go to hell, so naturally it would be emptier up above.
