Kano is giving an example of benefit (welfare) fraud, whereby a family purposefully has several children in order to accumulate more money.
He is saying that her rage of being in such a small house has led to her ‘scamming’ the system, which he cannot necessarily disagree with, as living conditions are poor.
The last line ‘Maybe you should try staying in her place’ is probably directed to a government official, who is likely to be middle/upper class, and has never lived in such poor conditions. Because of this, they lack empathy and view her ‘scam’ as a terrible act solely for more free money/welfare, rather than an act to improve her conditions to a suitable standard.
I agree with KachoFlow. It looks like she’s amazed that yet again she finds herself pregnant (due to lack of education, resources, stability to prevent and plan pregnancies) when she thought “at her age” she was past childbearing age and is having her unintended pregnancy met with false accusations of “benefit fraud”, much to her rage. “Try staying in her place” and “you” would understand the complications of her life and that she’s not after “your” lifestyle – one that includes a plasma-screen tv on the wall but also “ill mannered mentality” such as accusing pregnant women of scamming.

I think you’ve got the opposite interpretation of the actual meaning.
He’s not saying that she’s intentionally gaming the system to get more, rather talking about the way ignorant affluents who don’t know what it’s like to live on benefits say that people who are on them are just lazy and scamming the system to get by easy without having to earn anything.
The way he incredulously asks “you think she’s scamming for a bigger place to stay!?” calls that belief out and then suggests that those people try living in that kind of situation whereby they’ll learn that it actually isn’t some cushy ride and most people really would rather not be on benefits.
